Duties
This position oversees education outreach and U.S.-government funded English language programs in Telangana, Andhra Pradesh and Odisha. Qualified persons should have experience managing education outreach, including working with various U.S. govt agencies to promote studying in the U.S. and collaboration between U.S and Indian academic institutions. The incumbent will also oversee English language projects. This is a prog management position and not a teaching position. Knowledge of educational institutions, language capabilities of students and teachers is also desirable.
The Education Outreach and English Language Coordinator works under the direct supervision of the Established Opinion Leaders (EOL) Specialist or PAO designee and receives work guidance from the New Delhi-based Regional English Language Officer (RELO). The position has no supervisory responsibilities. Coordinates Consulate PD education engagement with target audiences across the consular district, including both opinion leaders and youth, minorities, disadvantaged communities, and those who influence them through targeted outreach to secondary schools, promotion of American Studies content and curricula in institutions of higher learning, and promotion of academic study in the U.S. through Education USA advising programs. Coordinates Consulate PD English language outreach and conceives, develops, and implements both in-person and virtual English language teaching and learning activities. Coordinates Consulate higher education engagement between U.S. and Indian higher education institutions across the consular district and supports American higher education institutions in India.
English Language : In close coordination with the Regional English Language Officer (RELO), based in New Delhi, develops and implements joint English language teaching and learning programs and activities with schools, universities, community centers, American Spaces, nongovernmental organizations and other institutions throughout the Hyderabad consular district. Manages and oversees the Consulate’s English Access Microscholarship and similar programs designed to develop English language skills for youth in economically disadvantaged communities. Recommends program locations, manages grant solicitation and award processes, and monitors ongoing projects. With the RELO, develops proposals for and implements English Language Fellow and Specialist programs. Designs and implements virtual programs such as MOOCs. Works with PD section colleagues to ensure that English language exchanges are included in the mix of USG exchanges in India and aligned with Mission goals. Identifies Indian professionals to participate in English language-based exchanges to the U.S. Implements exchanges of U.S. English language experts to India. Selects host institutions for effective engagement, negotiates project plans and cost-sharing, and coordinates among Indian institutions and U.S. sponsor(s).
Education outreach In partnership with the U.S.-India Educational Foundation (USIEF) Regional Office in Hyderabad, facilitates student recruitment by U.S. institutions and advises on development of partnerships among Indian educational institutions and students at the secondary and tertiary levels. Supports education fairs, seminars, workshops and press availabilities – in-person and virtual – to expand Indian awareness of U.S. education opportunities. Provides accurate and comprehensive information and advice to students, parents, teachers, guidance counselors, and local and national government officials regarding study abroad opportunities at U.S. higher education institutions. Conceives and executes projects and grants to promote higher education in the U.S. in partnership with Indian implementers. Identifies educational institutions that facilitate Consulate access to communities of particular importance to Mission priorities. Develops initiatives to engage with these institutions through information about the U.S., including specialized educational opportunities (e.g. STEM education), and innovation and entrepreneurship initiatives. Recruits Consulate officers and community members to participate in outreach activities.
Develops broad contacts among professors and students to advocate for and create opportunities to enhance American Studies content and curricula. Plans and implements programs that expand student access to accurate information about U.S. history, literature, society, culture, values, and economic and political systems. Recruits specialists/subject matter experts to support and / or participate in American Studies programs and curriculum development; creates partnerships to organize American Studies conferences.
Qualifications and Evaluations
Requirements:
EXPERIENCE: A minimum of three years of progressively responsible experience in a multinational educational or cultural work environment is required, with education, communication, marketing or public outreach duties as significant parts of the job.
JOB KNOWLEDGE: Detailed knowledge of U.S. foreign policy and American interests as they apply to India and especially to the education sector is required. General knowledge of USG and DOS structure, as well as of PD bureaus within the Department, is required. Detailed knowledge of the U.S. higher education system, the college application process, standardized entrance exams and financial aid is required, as is knowledge of the U.S. political system, American history, literature, culture and geography. General knowledge of the latest trends within the academic field of American Studies and English as a foreign language is required. Detailed knowledge of the status of English language learning and teaching across Indian institutions is required. Knowledge of typical customer service standards and marketing tools designed to engage specific audience segments, particularly the EOL and EV sectors, in India is required. Knowledge of latest trends in audience engagement in related public service institutions such as think tanks, museums, academic institutions, professional training institutes, as relevant for the EOL and EV sectors, is required.
Education Requirements:
University degree in education, English, applied linguistics, translation studies, international relations, or communications is required.
Evaluations:
LANGUAGE: Level IV in English (Speaking/Reading/Writing) and Level IV in Telugu or Hindi or Urdu (Speaking/Reading/Writing) – This may be tested.
SKILLS AND ABILITIES
Analytic skills: Must have strong analytic skills and the ability to conceptualize how best to use the PD tools to move Indian attitudes in positive ways. Communication / Interpersonal skills: Must have excellent customer relations, interpersonal cross-cultural communication skills, and be able to identify and engage key figures critical to shaping public opinion and local educational priorities and practices. Must have excellent written and oral communication skills, including public speaking, interviewing for evaluation purposes, writing reports and contributing materials for publication in English and Hindi, Urdu, Odia, OR Telugu. About Andhra Pradesh Government Project
LFE & Mantra4Change are coming together to support the Andhra Pradesh Government, which has been on an ambitious plan to revamp the government school system into a high performing schools system for serving children from underserved communities. Supporting Andhra’s Learning Transformation (SALT) project is a multi-organisational project focused on improving the quality of teaching and learning in classrooms. The project aims to enhance human capital and achieve sustained reduction in learning poverty across all districts of the state.
The SALT operation will support the GoAP in three key results areas:
(i) Strengthened Foundational Learning;
(ii) Improved Quality of Student-Teacher Interactions and;
(iii) Strengthened Institutional Capacity for Service Delivery
The project will be implemented in close collaboration with the Department of School Education (DoSE), GoAP and state-level administrative units including the SCERT, SIEMAT and the local network of DIETs. The focus will be to achieve the outcomes with an inherent focus on strengthening the people and processes within the public education system.
The scope of work for the entire project will be as follows:
- Strengthen the technical and operational capacity of school complex leaders to provide evidence- and needs-based training to teachers, utilizing teacher training facilities as sites for on-site support.
- Build the capacity at SCERT and DIETs to improve planning, implementation, and monitoring of the reform by introducing a teacher needs assessment system to formally encourage professional learning and growth.
- Strengthen the technical and operational capacity of SCERT and DIETs to provide evidence- and needs-based support to teachers through developing training courses for teachers on the state Learning Management System (LMS)
- Strengthen the technical and operational capacity of SCERT and DIETs through the development of online learning materials for teachers and students on the state Learning Management System (LMS)
- Coordinate with various stakeholders to ensure timeline development of the technology tools as noted above including the TEACH tool
The duration of the project will be 60 months from 2021 to 2026.
Job Description and Responsibilities
The Training Associate – Content will work with the Program Managers and Implementation Coordinators to ensure project goals are achieved. Additionally, they will collaborate with government stakeholders and members across teams as and when required.
The key responsibilities are as follows:
- Research evidence based practices and subject specific training content on academic subjects and pedagogy
- Design PPTs and sessions for teachers, School Complex Leaders, and officers as necessary
- Design various elements of blended courses including presentation, 2D animation videos, visual elements, voice over narration scripts, etc.

- 2-5 Years of experience leading large scale training programs, preferably with the government or with government school teachers
- Proven experience in content design and teacher training
- Experience working in Andhra Pradesh / Telangana would be preferable

Knowledge, Skills & Capabilities
- Excellent written and oral communication skills – and a functional knowledge (oral and written) of Telugu would be highly preferred
- Being able to take initiative and work in an autonomous, semi-structured environment
- Belief in the potential of the public sector and that government systems can and will change towards overcoming systemic inequities and ensuring improved outcomes for all citizens
- Working experience or knowledge of public policy implementation would be highly preferred
- A basic understanding of social equity, development discourse and education policy in India
- Adaptability to changing responsibilities and resourcefulness to respond to them
- High openness to learning
- Ability to influence people, taking initiatives, build and sustain relationships with multiple stakeholders & partners across public and private spaces
- Strong ability to create outstanding presentations, work with Microsoft Excel & Google Suite
- Patience and resilience to stick it out in the face of setbacks and uncertainties
Location and Compensation
Location: Remote location (Work From Home) with occasional travel to Vijayawada, Andhra Pradesh.
Compensation: Apart from being a part of a young and dynamic learning team, the individual will receive a healthy compensation at par with the non-profit sector benchmark for this position, commensurate with the individual’s prior experience and qualifications. The current compensation band offered, based on fit and experience is 4.5-7.5 lakh INR per annum CTC.
