OBJECTIVES OF THE PROGRAMME
WHO India Country Office collaborates with the Government of India and relevant stakeholders within the framework of the collaborative Country Cooperation Strategy (CCS) to actively support the development and implementation of national health policies, strategies, and plans aiming at promoting access to and utilization of affordable and quality health services and improving the financial protection against health-related risks. The Country Office contributes to providing technical support in developing national policies, strategies, and activities in the area of health systems strengthening including, (i) advocating for Universal Health Coverage and building up national capacity in UHC-related matters (ii) facilitating the adoption of evidence-based public health interventions as well as appropriate reforms/changes with a view to promote equity and accelerate the movement towards universal health coverage.
Underlying Values and Core Functions of WHO:
WHO’s mandate revolves around six (6) leadership priorities specifying (i) advancing universal health coverage; (ii) health-related sustainable development goals; (iii) addressing the challenge of non-communicable diseases and mental health, violence, and injuries, and disabilities; (iv) implementing the provisions of the International Health Regulations (2005); (v) increasing access o quality, safe, efficacious and affordable medical products; (vi) addressing the social, economic and environmental determinants of health. The South-East Asia Region (SEAR) of WHO is made up of 11 countries, with over 1.9 billion people, with India’s population of 1.3 billion. All WHO actions are based on this and rooted in the underlying values of equity, solidarity, and participation. The mission of WHO India is to improve the quality of life of the 1.3 billion people in India by supporting the government in eliminating vaccine-preventable and other communicable diseases, reducing maternal and neonatal mortalities, promoting healthy lifestyles, addressing determinants of health, preparing and responding to health emergencies and strengthening health systems for universal health coverage.
DESCRIPTION OF DUTIES
Under the overall guidance of the WHO Representative to India and direct supervision of the Administrative Officer, the incumbent performs the following duties:
1. GENERAL
- Assist with focal point activities in the context of the Regional Administration and Finance Officers (RAFO) work which oversees 270 field locations.
- Contribute toward the review, update, and compilation of administrative guidelines – with specific reference to Administration and Finance Guidelines, Field Operations.
- Ensure timely follow-up on requests for information, briefings, and other actions, emanating from the office of the Administrative Officer, liaising with units/teams, as appropriate.
- Receive visitors and telephone calls with tact and discretion, and act according to the nature and urgency of each, including redirecting as appropriate.
- Provide background information for appointments with official visitors and/or staff members.
- Organize and manage, the Administrative Officer’s calendar and agenda, in order to ensure the smooth running of the AO’s office.
2. PROJECT MANAGEMENT
- Assist in the development and implementation of project plans for the 3Rs initiative (Reduce, Reuse and Recycle) project, an initiative by WR in coordination with select WCO personnel.
3. CORRESPONDENCE
- Draft correspondence and reports, as required, on general administrative or specialized tasks which may be of a confidential nature.
- Verify that outgoing correspondence/technical reports are presented in accordance with WHO standards and department styles and check language, grammar, and accuracy prior to submitting for signature and clearance.
- Assist in analyzing incoming correspondence and requests in the light of background material, Instructions, policies, and precedents, researching, obtaining, and attaching background information as per the needs, or redirecting them as appropriate.
- Prepare and monitor checklists for document routing for AO approval, ensuring effective communication among different units. Using appropriate tracking tools, follow up on and ensure that target dates and deadlines are met and that correspondence and queries are responded to ln a timely manner.
4. HUMAN RESOURCES
- Assist In administrative formalities related to engaging consultants/advisers for administrative services.
5. INFORMATION MANAGEMENT
- In close collaboration with other support staff, create and/or maintain filing systems.
- Search office files and records relating to a variety of topics for information and reference.
6. MEETING ADMINISTRATION
- Arrange, coordinate and lead administrative preparation for meetings, seminars, and workshops, assisting with the preparation of documents: dispatching of materials liaising with participants, taking minutes, and following up on actions. Prepare briefing documents and information related to AO’s presentations, travel, and meetings.
- Assist in coordinating the agenda of team meetings by liaising with respective focal points. Provide administrative preparation of AO’s participation in regional review meetings/training/conferences/panel sessions: invitation letter and acceptance; share the agenda of the meeting; objectives of meetings; brief on the other dignitaries/participants etc. Background information; AO’s talking points, AO’s seating (dais arrangement), and any other relevant information
7. TRAVEL
- Organize and manage all duty travels of AO: Research and recommend travel and hotel options. Preparation of detailed itinerary and travel plan in consultation with the concerned officials.
8. OTHER DUTIES
- Perform other related duties as required or instructed by WR, including providing support to other areas of work.
REQUIRED QUALIFICATIONS
Education
Essential: Completion of secondary school education.
Desirable: University degree from a recognized university would be an asset.
Experience
Essential: At least 8 years of progressive administrative/clerical work experience.
Desirable: Relevant experience in WHO or another UN agency would be an asset. Knowledge and practice of Oracle-based or other ERP systems is an asset.
Skills
- Thorough knowledge of modem office practices, procedures, and operations;
- The incumbent keeps abreast of changes in procedures and practices, rules and regulations, organizational structure, in the department, and WHO;
- Good knowledge and understanding of WHO Financial rules and regulations, and manual provisions;
- Ability to draft correspondence and prepare minutes of the meetings, etc.;

REMUNERATION
WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at INR 1,164,340 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.

DESCRIPTION OF DUTIES
Under the overall guidance of the Deputy Head of WHO Country Office India and under the direct supervision of the Team Leader (Health Security, and Emergencies), the incumbent will have the following responsibilities:
A: Country capacities for health emergency preparedness and risk management for all hazards strengthened:
- Support the work of MoHFW and national institutions in the development, implementation, and oversight of relevant strategies and programs for in-country health emergency preparedness and risk management.
- Assist in the development and implementation of “India Ready” and other innovative initiatives for strengthening national, state, and local resilience and preparedness.
- Support in designing and conducting drills, simulation exercises, and after-action reviews to test, identify gaps and improve existing systems and capacities for emergency preparedness and risk management.
- Assist in the development of the Business Continuity Plan (BCP) and other preparedness plans for the WHO Country Office, national institutions, and partners and build the capacity of key staff on BCP, Emergency Response Framework, and other standards.
B: Health operations effectively managed in support of national and local response:
- Provide support to establish an in-country Incident Management System structure with Public Health Emergency Operation Centers (PHEOC) and other support mechanisms for all graded health emergencies.
- Provide effective management at national and subnational levels for all health emergencies.
- Maintain PHEOC; lead the development of a strategic plan for the health sector in all graded and protracted events.
- Assist in leveraging technical capacities from across the Organization in support of emergency operations.
C: Collective response by operational partners effectively coordinated:
- Address capacity gaps for the National response to health emergencies through the development of strategic multi-stakeholder partnerships and capacity building, e.g., supporting national and state institutions to collaborate on the Emergency Medical Teams (EMT) policy and/or operational expertise on matters pertaining to EMT capacity strengthening and response.
- Provide technical support in developing national policies and technical standards for health emergency operations and monitor health response against standards.
- Undertake joint training and exercises among operational partners (the Global Outbreak Alert and Response Network, the Global Health Cluster, emergency medical teams, standby partners, and others).
- Assist in conducting coordination meetings with all operational partners, convening internal meetings to monitor and evaluate the implementation of work plans, facilitating of resource mobilization, prioritization, accountability of all operational partners, and effective decision-making.
D: Perform other related duties as required by the supervisor.
REQUIRED QUALIFICATIONS
Education
Essential: University degree from a recognized university, in public health/health administration / social sciences or related fields.
Desirable: Specialization in health sector emergency risk management and preparedness planning and health systems strengthening. Postgraduate studies in public health/health administration / social sciences or related fields.
Experience
Essential: At least two (2) years experience in EPRM service delivery and/or planning / public health at the national or international level.
Desirable: Experience in WHO or an international organization or institution, preferably in UN System, management and leadership experience are assets.
Skills
