OBJECTIVES OF THE PROGRAMME
WHO India Country Office collaborates with the Government of India and relevant stakeholders within the framework of the collaborative Country Cooperation Strategy (CCS), to actively support the development and implementation of national health policies, strategies and plans aiming at promoting access to and utilization of affordable and quality health services and improving the financial protection against health-related risks. The Country Office contributes to providing technical support in developing national policies, strategies and activities in the area of health systems strengthening including, (i) advocating for Universal Health Coverage and building up national capacity in UHC-related matters (ii) facilitating the adoption of evidence -based public health interventions as well as appropriate reforms/changes with a view to promote equity and accelerate the movement towards universal health coverage.

Mission of the WHO CountryOffice for India:
Within the framework of WHO’s Country Cooperation Strategy, the mission of the WHO Country Office is to support India in: (i) developing and sustaining its own health policies, health systems and public health programmes; (ii) working to prevent and overcome threats to health; (iii) anticipating future challenges; and (iv) advocating public health.
DESCRIPTION OF DUTIES
Under the overall guidance of the Deputy Head of WHO Country Office, and the direct supervision of the Administrative Officer, with a view to help achieve the expected results set out in the relevant WCO-India biennial work plans in accordance with WHO’s Country Cooperation Strategy, as a part of WCO-India team, the incumbent will have the following responsibilities:
1. Compliance Review: Review proposals for implementation and ensure correct contract mechanisms and documentation required for compliance with WHO guidelines; compliance with internal rules, as set out in WHO rules, regulations, directives, guidelines, policies and procedures and suggest required modifications upon obtaining necessary clarifications from technical units and contractual partners towards ensuring accountability and stewardship of Organizational resources. Communicate with supervisors on any operational problem, incident of fraud or other perceived risks as and when appropriate, including any control gaps or breaches of compliancy.
2. Quality Assurance : Review proposals for implementation of programme activities as per the work plan in line with Country Cooperation Strategy; Take up issues for rectification/ clarification, wherever deviations are observed; Assist technical units for completed documentation on technical assessment, adjudication report and terms of reference including budgetary estimates and compliance with WHO guidelines; Consistently reviews the processes and procedures to ascertain that each of the components of internal control that are built into the business process is functioning effectively. Suggest remedial actions in order to address control gaps or strengthen controls or other issues that may arise.
3. Support to Technical Officers and Team Leads in Awards and Workplan Management: Coordinate with technical units and guide program support team to ensure timely submission of deliverables (reports, financial statements) for release of installments, settlements of outstanding issues. Prepare/generate appropriate reports and monitor the exceptions and guide the programme support staff to provide necessary advisory support to concerned technical officers in monitoring the deliverables and contracts. Maintain close liaison with national authorities and various technical and administrative units in SEARO to follow-up and expedite the implementation of the workplans.
4. Support to Team Leads in Financial Planning and Management: Participate in internal discussions, senior management team meetings and provide inputs on administrative and programme related areas; Prepare and disseminate periodic implementation reports and exceptions. Support team leads and technical officers in financial planning and management.
5. Mentoring support to programme support staff: Prepare and/or Guide, supervise the programme support staff on programme, administrative areas; for compliance of WHO correspondence procedures including completed staff work; prepare necessary trainings modules for new joiners and programme support staff on different programme and administrative areas towards consistent updation and capacity building of the programme support team.
6. Assess the work load in the operational team for providing adequate programme and administrative support to the technical programmes, by allocating responsibilities of activities to the relevant Programme Assistants and administrative support staff working in the operational team for timely completion of priority activities and optimal staff time usage.
7. Prepare updated standard templates for frequently used correspondence/invitation letters, information note to participants/Temporary Advisers to standardize outgoing communications.
8. Engage with contractual partners for timely submission of deliverables, resolving contentious issues and compliance of WHO contractual requirements.
9. Follow-up with Ministry of Health & Family Welfare, Government of India for nominations for various WHO-organized events and Governing body meetings; including sharing of relevant documentations.
10. Prepare draft SOPs for operational functions and ensure its compliance.
11. Prepare briefing notes for WR/Deputy Head of WHO Country Office/ AO.
12. Any other duties as assigned by the WR/Deputy Head of WHO Country Office/AO.
REQUIRED QUALIFICATIONS
Education
Essential: University degree in any discipline.
Desirable: Postgraduate degree in Management.
Experience
Essential: Atleast one (1) year of progressively responsible experience in health programme management.
Desirable: Experience of work in UN and/or other international organizations.
Skills
- The incumbent should identify with the core values of the World Health Organization. Thorough knowledge of the situation in India with regard to vaccine preventable diseases including COVID-19 and health emergencies with good understanding of country’s needs and priorities, of issues and policies in various aspects of health financing, development of operational workplans and monitoring of and evaluation of workplan implementation.

REMUNERATION
Remuneration comprises an annual base salary starting at INR 1,781,669 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.

About the Position
Dimagi is looking for a Technical Project Analyst (TPA) to join our India Division. This position in Dimagi’s India Division will be affiliated with our office in Delhi and is also open to remote employment within India.
The TPA is a key member of the India Division’s Delivery Team – directly supporting our project teams in creating high-impact, reliable, user-friendly digital systems for Dimagi’s public health partners. In this role, you will support a project team working on the optimal design and development of applications built on Dimagi’s flagship platform, CommCare – including design, testing, implementation, and monitoring.
The TPA supports one or more project teams across a wide range of activities, including product/requirement management, documentation, quality assurance and testing, performance monitoring, user acceptance testing, and system maintenance. The TPA will work closely with their workstream and overall project managers and lead(s) to determine work day-to-day. The TPA is a junior position at Dimagi with the potential for growth opportunities in project management.
Responsibilities
- Requirements Gathering: Work closely with Project Managers and/or project lead(s) to define requirements by refining business requirements and translating them into technical requirements.
- Support the project/requirements lead and other team members in recording, clarifying, and clearly outlining key system requirements
- Create additional process/workflow maps or other reference documents to clarify product behavior and facilitate a clear understanding of business requirements
- Designing of mHealth applications by bringing together the best combination of stakeholder inputs, field feedback, technical feasibility, and robust architectural principles
- Application Development:
- Building mHealth and eHealth systems using Dimagi’s flagship mHealth platform, CommCare, using CommCare’s application-building tools that do not require coding
- Using user-centric design principles to build Integrated Chatbot User Experience
- Product documentation: Support the development and maintenance of functional, technical, and training documentation.
- Update client-facing (i.e., release notes, Software functional specifications document) or internal technical documentation ( User Management document, functional specifications document, training manuals, ToT guides) as part of the product development process
- As appropriate, create new resources (training manuals) to support users’ understanding of the application or related systems
- Create and maintain templates for regular recurring processes
- Update and maintain project tracking tools (e.g., Asana, Jira, etc.) as relevant
- Implementation Support: Support client and internal teams in understanding how to effectively use the CommCare system and adherence to the agile delivery mode.
- Quality Assurance and Testing: Manage product quality throughout the software development life cycle
- Update and execute unit test plans for requirements developed each sprint, ensuring that requirements developed by app builders meet the specifications and acceptance criteria
- Update and execute system quality assurance test plans to ensure the project team delivers a high-quality product
- Project Maintenance: Coordinate, support and track all system setup and maintenance activities
- Process Improvement:
- Working with the project team in developing robust processes to enable a culture of continuous improvement
- As relevant, drive strategic initiatives to improve components of a project with substantial support from the project lead
- Manage & support the rollout of mhealth deployments through ToTs, supportive training content, and logistics management
Relevant Skills
- 3+ years of work experience in full-time employment

DESCRIPTION OF DUTIES
Under the overall guidance of the Deputy Head of WHO Country Office India and the direct supervision of Team Leader (Reproductive, Maternal, Newborn, Child and Adolescent Health), with a view to achieve the expected results set out in the relevant WCO-India biennial workplans in accordance with WHO’s Country Cooperation Strategy with India, as part of the WCO-India team working on Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCAH), the incumbent will have the following responsibilities:
1. Strengthen WCO India capacity to provide technical support in Maternal health, including midwifery initiative in all related policies and interventions of the Government of India (GOI) through:
- Formulating the biennium work plans for GoI/WHO collaborative programme.
- Assisting in developing technical proposals as per work plans.
- Monitoring, evaluating and reporting on the progress of workplan implementation.
- Preparing administrative and technical reports.
- Documenting successful interventions and synthesizing lessons learnt for wider dissemination.
2. Collaborate with Central and State level authorities and other stakeholders on technical matters related to Maternal health with emphasis on strengthening antenatal care, intra natal and post-natal care, provision of skilled birth attendance, maternal and newborn death audits, supporting midwifery education and services.
3. Collaborate with the Government of India in identifying maternal health related priorities for research and action including undertaking gap analysis; support capacity building in this area to ensure that priorities are fulfilled. Build research capacity and document successful interventions and synthesizing lessons learnt for wider dissemination.
4. Provide technical assistance to Govt. of India in building skills and capacities for health care functionaries at various levels (center, state, and districts) both for pre-service and in-service education in the area of maternal health.
5. Support adaptation of WHO guidelines, tools and training materials related to Maternal Health for the country and their application in the national programmes.
6. Support information exchange and normative function of WCO India through contributions to reports, policy and media briefs and scientific papers through collation, analysis, systematic review and synthesis of data and information.
7. Provide support of monitoring and evaluation of programme effectiveness in Maternal health and midwifery, including the review and synthesis of relevant data and information.
8. In consultation with supervisors, liaise with donors/ development partners (bilateral and UN) and civil society to harmonize recommendations on policies and strategies relating to Maternal health and midwifery.
9. Undertake any other tasks/duties as assigned by the supervisor(s).
REQUIRED QUALIFICATIONS
Education
Essential: University degree in medicine (MBBS) from a recognized university.
Desirable: Post-graduate degree in Obstetrics and Gynaecology or Public Health.
Experience
Essential: At least two (2) years of professional experience in field of Maternal Health at national/state level. Experience in programme implementation related to maternal health including developing plans/proposals, and writing reports including experience in research methodologies.
Desirable: Working experience with inter-governmental agencies, the UN Agencies or WHO at the national and international level will be an advantage. Working experience of midwifery initiative of GoI at national level including coordination with key partners and ability to lead and guide expert technical groups in midwifery.
